I'm trying to burn this to a DVD to play on my set top box or even on my PC.  I've successfully burned it 3 times, but none will play in WMP or on set top box, only on VLC player.

I've imported it using DVD Shrink, then burned using Nero.

Any idea what's wrong?

I'd throw it through Nero Recode (at 100% quality so it doesn't actually reencode it) and see if Nero produces a more compliant version.

I'm having trouble editing

So I got an error when I ran Nero recode "Failed to read from file VTS_01_VOB

I ran it 3 times, it finally went all the way through but still will only play in VLC player.

I'm wondering if I need to delete this file and try to re-download it.

Have you tried just adding the VIDEO_TS folder to a Nero DVD-Video project and burning that?
Ignore the VIDEO_RM folder it doesn't belong on a normal DVD Video.
It is only 3.1 GB so shouldn't need anything else doing to it to fit on a DVD5 disc.

btw, as far as I am aware, and I don't think anything has changed, Nero Recode will always re-encode, even at 100%.

Yes, I've only been using the Video TS file folder to burn.   So I gave up and converted it to MP4 & watched it on my PC.  Works for me.
