This came out BEFORE Heroes.  Change the chord from DO-to FA instead of their DO-to SO, add a new melody line, and you have HEROES. They even have the long long long SO pitch up high (Bowie put Fripp's guitar up there not synths as we have here)

I've been getting into NEU and other krautrock a bit since hearing them mentioned in this GREAT audiobook at Audible int he 33 1/3 series about the making of the LOW album. He didn't mention the similarities of these songs, but he mentioned NEU and Kraftwerk and I went out to get more stuff like that, and ran across a torrent "12 essential krautrock albums " or something like that, and this was in there!

The similarities aren't strong enough to my ear.

However, at one point, I cam hear a little bit similar to 'A New Career in a New Town.'

Bowie probably drew on this and a large other amount of Krautrock and synthesised/changed as he usually does.

1:07 to 3:00 , did you give it a listen?  

similarities:
the time/tempo
the double-time chugging feeling of the strumming
the timing of the chord changes (every 2 measures)
the lingering high note that transverses both chords is the basis for Fripp's high lingering guitar. Listen to 2:00 to hear the strongest similarity, as the high synth countermelody changes some in Silver CLoud).
the Grungy background guitar in minute 2.


there are probalby more, let me give another listen.

Bowie mentioned himslef that these bands were a great inspiration for him when writing Low and Heroes but I think you will not find a real rip-off of any of these songs.

I guess there's a vague LOW/HEROES feel to this which isn't surprising as DB is the worlds best at sucking up influences and turning them into own unique sound.
